பேச்சுக்களில் முறிவு ஏற்பட்டது ஏன்? சம்பந்தனின் அறிக்கை

இலங்கையின் அனைத்து மக்களும் ஆவலாகவுள்ள, ஏற்றுக்கொள்ளத்தக்க அரசியல் தீர்வை காண்பதற்கு தமிழ் தேசியக் கூட்டமைப்புக்கும் அரசாங்கத்துக்கும் இடையில் ஏற்பட்ட பரஸ்பர இணக்கப்பாடுகளை அமுல் படுத்தும்படியும் இதற்கு புதிய இடையூறுகளை ஏற்படுத்த வேண்டாம் எனவும் அரசாங்கத்தை தமிழ் தேசியக் கூட்டமைப்பு வலியுறுத்தியுள்ளது.

அரசாங்கத்துடன் கடந்த சுமார் ஒரு வருட காலமாக இடம்பெற்ற பேச்சுக்கள் முறிவடைந்துள்ள நிலையில் தமிழ் தேசியக் கூட்டமைப்பின் தலைவர் இரா. சம்பந்தன் நேற்று சனிக்கிழமை வெளியிட்ட அறிக்கையொன்றிலேயே இவ்வாறு வலியுறுத்தியுள்ளார்.

இனப்பிரச்சினைக்குத் தீர்வு காண்பதற்கான நாடாளுமன்றத் தெரிவுக் குழுவுக்கான தமிழ் தேசியக் கூட்டமைப்பு அங்கத்தவர்களின் பெயர்பட்டியலை முன்வைக்குமாறு அரசாங்கத் தூதுக்குழுவினர் நேற்று கோரியதால், இரு தரப்புக்கும் இடையிலான பேச்சுவார்த்தை முறிவடைந்துள்ளதாக தகவல்கள் வெளியான நிலையில் தமிழ் தேசியக் கூட்டமைப்பின் தலைவர்  இரா. சம்பந்தனின்  அறிக்கை வெளியாகியுள்ளது.

ஜனாதிபதியின் யோசனைக்கமைய தமிழ் தேசியக் கூட்டமைப்புக்கும் ஸ்ரீலங்கா சுதந்திரக் கட்சியின் தூதுக்குழுவுக்கும்  இடையில் 10.11.2011 ஆம் திகதி பேச்சுவார்த்தைகள் ஆரம்பமானதை அவ்வறிக்கையில் இரா. சம்பந்தன் சுட்டிக்காட்டியுள்ளார்.

அவ்வறிக்கையில் அவர் மேலும் தெரிவித்துள்ளதாவது:

" 2011  ஜனவரி மாதம் 10 ஆம் திகதி முதாலாவது சந்திப்பின் போது, இனப் பிரச்சினைக்கான தனது யோசனைகளை த.தே.கூ. வெளிப்படுத்தியது.  2011  பெப்ரவரி 3 ஆம் திகதி பேச்சுவார்த்தையின்போது அரசாங்கத்தின் கோரிக்கைக்கு அமைய அந்த யோசனைகனை எழுத்துமூலம் த.தே.கூ. சமர்ப்பித்தது. அரசாங்கத்தின் கோரிக்கைக்கு அமைய மேலும் விரிவான யோசiனையை எழுத்துமூலம் 2011  மார்ச்  18 ஆம் திகதி மூன்றாவது சந்திப்பின்போது அது சமர்ப்பித்தது.
 

இந்த யோசனைகளின் அடிப்படையில் அர்த்த்முள்ள பேச்சுவார்த்தைகளை தொடர்வது குறித்த தனது பதிலை சமர்ப்பிப்பதற்கு அரசாங்கம் அப்போது இணங்கியது. ஆனால், அதன்பின் அடுத்த 5 மாத காலத்தில் 7 தடவை சந்திப்பு நடந்தது. ஆனால் அரசாங்கம் தனது பதிலை சமர்ப்பிப்பதாக மீண்டும் மீண்டும் உறுதியளித்த போதிலும் அதை செய்யவில்லை.

இந்நிலையில் 2011 ஓகஸ்ட் 4  ஆம் திகதி நடந்த சந்திப்பின்போது, தனது விரிவான யோசனைகளுக்கு அரசாங்கம் தமது பதிலை முன்வைக்கத் தவறினால், அர்த்தமுள்ள பேச்சுவார்த்தைகளை ஆரம்பிக்க முடியாது எனவும் அரசாங்கத்தின் பதில் கிடைக்கும்வரை பேச்சுகளுக்கு மேலும் திகதி நிர்ணயிப்பதில் அர்த்தமில்லை எனவும் தமிழ் தேசியக் கூட்டமைப்பு தெரிவித்தது.

அதன்பின் செப்டெம்பர் 2 ஆம் திகதி ஜனாதிபதிக்கும் த.தே.கூ. தலைவருக்கும் இடையிலான சந்திப்பின்போது மீண்டும் பேச்சுவார்த்தைகளை ஆரம்பிப்பதற்கான நடைமுறைகள் குறித்து இணக்கப்பாடு ஏற்பட்டது. இதன்படி தூதுக்குழுக்கள் செப்டெம்பர் 16 ஆம் திகதி சந்தித்து மேற்படி நடைமுறைகள் நிகழ்ச்சிக்குறிப்பில் சேர்க்கப்பட்டன. ஒக்டோபர் 20 ஆம் திகதி நடந்த சந்திப்பில் இவை உறுதிபடுத்தப்பட்டன.

இதன்படி அரசாங்கத் தூதுக்குழுவுக்கும் தமிழ் தேசியக் கூட்டமைப்பும் இடையிலான பேச்சுவார்த்தையை தொடர்வதெனவும் இதில் ஏற்படும் இணக்கப்பாட்டை உத்தேச நாடாளுமன்றத் தெரிவுக்குழுவிடம் முன்வைப்பதெனவும் இணக்கப்பாடு ஏற்பட்டிருந்தது.

ஏற்றுக்கொண்டபடி, நாடாளுமன்றத் தெரிவுக் குழுவில் தமிழ் தேசியக் கூட்டமைப்பு பங்குபற்றுவதற்கு, இரு தரப்புப் பேச்சுவார்த்தைகளில் கருத்திற்கொள்ளத்தக்க இணக்கப்பாடு ஏற்பட வேண்டும் என தமிழ் தேசியக் கூட்டமைப்பு வலியுறுத்தியது.

இப்பேச்சுவார்த்தைகளை ஆக்கபூர்வமாக முன்னெடுப்பதற்கு தமிழ் தேசியக் கூட்டமைப்பு  தொடர்ந்தும் உறுதிபூண்டுள்ளது. இலங்கையின் அனைத்து மக்களும் ஆவலாகவுள்ள, ஏற்றுக்கொள்ளத்தக்க அரசியல் தீர்வை காண்பதற்கு தமிழ் தேசியக் கூட்டமைப்புக்கும் அரசாங்கத்துக்கும் இடையில்

Tamil National Alliance Statement: Released 3 December 2011

On the 16^th of November the TNA and the government delegations identified the issues that had to be discussed and agreed upon to evolve a political solution. Those issues were arranged in a specific order and scheduled to be discussed at four meetings on the 1st, 6th, 14th, and 15th of December 2011. Accordingly, a time-table of these dates and issues was also circulated.

At the first of these meetings held on Thursday December 1st 2011, the Hon. Minister of External Affairs, Prof. G.L. Peiris at the very outset indicated that since the TNA had not nominated its representatives to constitute the proposed Parliamentary Select Committee (PSC), the bilateral talks cannot progress as previously agreed, until such names are nominated.

Prof. G.L. Peiris was reminded that his request was contrary to what was agreed previously that “once agreement was reached with the government delegation at these talks, which can be placed before the PSC as suggested, they [TNA] would join the PSC process”. This was agreed and recorded in the minutes of the meeting on 16th September 2011, which was confirmed at the subsequent meeting held on 20th October 2011. It was on the basis of this agreement that on the following meeting held on the 16th November 2011 that 4 dates were fixed for talks in the first half of December itself, as was publicly acknowledged by Prof. G.L. Peiris on November 24, 2011.

Upon being reminded of the above, and the government delegation wanting time to consider, it was agreed to meet again for this purpose today, Saturday 3rd December 2011. Today despite lengthy discusions, the government delegation's position remained inconclusive.

It is important to recognise the history of the current engagement. Talks in regard to a political solution commenced on 10 Jan 2011 as proposed by H.E the President between a delegation of the SLFP on behalf of the government and the TNA as the major political party representing the Tamil People.

The TNA at the very first meeting on 10 January 2011 outlined the contours of a proposed political solution. Subsequently, at the request of the government, at the second meeting on 3 February 2011, the said proposals were submitted in writing. At the further request of the government more comprehensive proposals were submitted in writing at the third meeting on 18 March 2011. The government then agreed to submit its response to enable a meaningful and purposeful dialogue to commence on the said proposals.

Seven further meetings were held in the next 5 months. But the government did not submit its response, despite repeatedly undertaking to do so. At the meeting held on 4 August 2011 the TNA stated that no meaningful and purposeful dialogue could commence as the government had failed to respond and that no purpose would be served by fixing a further date for talks unless and until the government made its response available.

As a result, consequent to a meeting between H.E. the President and the Leader of the TNA on 2 September 2011 modalities were decided upon, on the basis of which dates would be fixed for the commencement of talks. Accordingly, the delegations met again on 16 September 2011, where the modalities were noted, included in the minutes, and confirmed at the following meeting on 20 October 2011.

As per the said modalities it was inter alia agreed that the bilateral talks between the government delegation and the TNA would continue and the consensus arrived thereat would be placed before the proposed Select Committee of Parliament. The TNA reiterates that nominations to the Select Committee must await substantial consensus being reached at the bilateral talks, as has been agreed.

The TNA remains committed to proceed with the talks constructively. The TNA urges the government to honour the mutual agreement reached and not to place new impediments to achieving an acceptable political solution that is desired by all the Peoples of Sri Lanka.
